Proof of concept
The Customer Service, Open Data and Small and Family Business (CDSB) Digital Capability Team is testing an end-to-end approach to assess Queensland public sector digital capability and connect development needs with practical learning pathways.
A cross-agency cohort is expected to participate in late 2026. Findings may inform future decisions about a scalable digital capability solution. No future solution or investment has been determined.
The Queensland digital capability framework
The framework behind Queensland's digital capability approach
DigComp 3.0 is the foundation of the Queensland Government Digital Capability Framework. It provides a shared, evidence-based way to understand, assess and develop digital capability across the public sector.
The Australian Government Department of Employment and Workplace Relations (DEWR) recognises DigComp as a preferred framework for digital skills and workforce development across industries and occupations.
DigComp helps organisations and individuals to:
- understand digital capability
- identify strengths and development needs
- design learning and development pathways
- support workplace capability uplift
- track digital capability growth over time
About DigComp 3.0
DigComp 3.0 is the latest version of the European Commission's Digital Competence Framework. It describes the knowledge, skills and attitudes people need to use digital technologies confidently, critically and responsibly in work, learning and everyday life.
The framework contains:
- 5 capability areas
- 21 competences
- multiple proficiency levels
It also incorporates contemporary topics such as artificial intelligence, cybersecurity, digital rights, wellbeing, sustainability and misinformation.
Judgement in digital environments
DigComp recognises that digital capability is more than the ability to use technology.
People also need to evaluate information, understand risk, apply critical thinking and make responsible decisions when using digital technologies, including AI.
This emphasis on judgement is embedded throughout the framework.
Why it matters in Queensland
Queensland agencies can use DigComp to support a consistent approach to digital capability development, workforce planning, learning design and capability self-assessment.
Together with complementary frameworks such as SFIA, DigComp helps build a digitally capable workforce that can adapt to changing technologies and deliver better services for Queenslanders.
